Planting Risks in Cambodia
TAKHMAU, Cambodia - Hem Savoun is mixing plants inside a jar in order to turn them into organic pesticide. Next to where he works is a row of vegetables, testimony to Hem’s success in organic farming on his land on the outskirts of Takhmau near the capital Phnom Penh.

Hem, 54, learned to grow vegetables the natural way from his father, who relied on compost and plant mixtures to use as fertiliser and for pest control.
“My father never used chemical fertilisers or pesticides, and he never lost a crop,” recounted Hem. He explains that frogs and toads roam freely in his farm, and that animals like these prey on insects that attack his vegetables. But organic farming, he adds, is not just about using compost and a few home remedies to address plant diseases, but is an entire system where farmers, plants and animals live together in a symbiotic relationship.
Unlike Savoun who grew up with natural farming methods, 40-year-old Sao Voth turned to organic farming only after he developed headaches, skin diseases and eye problems due his heavy use of chemicals. “I used a lot of pesticides for twelve years,” recalled the farmer from Kandal province. “Most of the chemical pesticides that I used were very strong. Now I avoid using pesticides.”
It is not only farmers who are changing their attitudes. Consumers are also becoming aware about the health implications of long-term exposure to pesticides and chemical poisoning, which include damage to the brain and nervous system, infertility and cancer.
Lan Seng Hourng, a pesticide project officer at an environmental non-government organisation, said their research shows that today’s consumers, including rural residents, are becoming more sophisticated about what they eat, whether food products might have pestcide residues and how these are grown.
Luy Rasmey, an environmental training coordinator at the Culture and Environment Preservation Association (CEPA), said her mother changed her shopping habits after their entire family became ill and exhibited symptoms associated with pesticide ingestion. Instead of looking for fruits and vegetables that looked perfect, she now opts for those that show some insect damage because that means these probably had not been sprayed with dangerous chemicals.
A survey of nearly a thousand farmers found that although many were using chemical pesticides, most were actually receptive to the idea of organic farming. Almost 70 percent said organic pesticides were cheaper than chemicals, and nearly 20 percent cited health reasons for considering the use of natural farming methods.
At the Po Reach commune in Prey Klar village in Svay Rieng province, farmers happily harvest their crops under the heat of the sun. One of them is Sam Ratha, 45, who said that her rice output seemed better than before because of adequate rainfall. She said her family followed the agricultural techniques recommended by organisations that went to her village to urge farmers to use organic fertiliser rather than chemical fertilisers. She harvested two tonnes of rice from her one hectare of land, Sam said.
So Voeun, 50, village chief of Ta Mum in Po Reach commune, said farmers in his village have started cutting down on the use of both pesticides and chemical fertilisers after seeing their negative effects.
Organisations such as the Cambodian Centre for Studies and Development of Agriculture (CEDAC) and the Church World Service (CWS) teach farmers in his village on the use of organic fertilisers and suggest that the residents build containers to store cow, pig and chicken manure. As support, they give 10 dollars to set up each container, another 10 dollars for each chicken shelter, and buy two hens and two piglets for each family to raise. Profits from the sale of the pigs and chickens are shared between the families and the organisations.
DANGEROUS BUT NEEDED?
Although they know the dangers of using pesticides, especially without adequate protection, Cambodian farmers continue to use them because they believe these are essential for killing destructive insects and thus saving their crops.
Nineteen-year-old Ream Sorn, who lives in Chamkar Leu district, Kampong Cham province, was hired to spray chemicals on crops and paid 5,000 riel (1.25 U.S. dollars) a day. He did not know how to use the pesticides and inorganic fertilisers; he merely followed instructions from those had who hired him about how the chemicals were to be mixed with water and how to spray them on the crops. Most of these chemicals were imported illegally from Vietnam, he recalled.
He also remembers feeling fatigued, without really knowing why, after spending a lot of time doing spraying work.
Net Nuon, 41, who lives in Chheu Teal commune, Banan district of Battambang province in north-wester Cambodia, grows rice and vegetables in his three hectares of farmland and the two more hectares he rents from other landowners. Output was higher than the previous years because he had adequate water supply and there were fewer destructive insects that attacked his farm, he explained.
Vegetable crops consume more chemical fertilisers and pesticides than rice, he continues. He buys chemical fertilisers mostly from markets in Battambang -- and most of the pesticides are made in neighbouring Thailand.
Net did not wear a mask or any protective gear while spraying pesticides and as a result, became ill for a quite long time. He was always coughing, had headaches and sore legs and arms. At times, he was too exhausted to carry even half a sack of grass. He felt little improvement even after seeing several doctors, and recently went to another physician who gave him some medicine.
HUGE MARKET
There is a huge market for pesticides often illegally brought across porous borders into Cambodia, where about 85 percent of the population of 14.7 million rely on agriculture for livelihood.
At a 2005 conference on pesticide management, Cambodian agricultural officials were quoted as saying that Cambodia is the “easiest place” to use toxic pesticides because the country has inadequate legal restrictions.
According to EK Visarakun, executive director of Cambodia’s Media Forum on Environment (CMFE), farmers endanger themselves, their animals and the environment when they do not use fertilisers and pesticides properly.
He suggested that the government increase import taxes on fertilisers and pesticides and for these products to undergo thorough quality checks. He added that instructions on the use of the products should be translated into Khmer before allowing their importation, and that the government should educate farmers about them.
Dr Yang Saing Koma, CEDAC executive director, said a survey showed that 95 percent of farmers learned to handle agricultural chemicals only from their neighbours. Only eight out of 77 pesticide traders surveyed said they could read the labels on the containers of the pesticides imported mainly from Thailand and Vietnam – none of the instructions were in Khmer -- and only one trader had received training on pesticide use.
The survey showed that the most dangerous pesticides, including those classified as ‘extremely hazardous’ by the World Health Organisation, were also the most popular ones, Yang explained. These include mevinphos, methyl parathion, monocrotophos and dichlorvos. Other available pesticides contain DDT (dichloro-diphenyl-trichloroethane) and chlordane, which accumulate in the food chain and have been banned in most countries.
Often, Koma said, farmers think that increasing the concentration of the chemical is better because it would not only control pests but would also stimulate the growth of crops. Many believe that pesticides pose a danger only if they are taken orally, not realising that they can also be breathed in or absorbed through the skin.
INFORMATION IS KEY
Those who sell fertilisers and pesticides themselves attest to the lack of adequate information about the safe of these imported chemicals. Forty-seven year-old Chey Samnang, who sells chemical fertilisers and pesticides in his house in Ro-ang village, Kampong Siem district, Kampong Cham province, admits too that he has no expertise in agriculture. But he said he knows how to mix and use some pesticides, and that he sometimes asks the supplier companies for information. He then relays this knowledge to his buyers.
Samnang agrees that organisations and agricultural officers should educate buyers on how these chemicals should be properly used. Because most of the chemicals he sells are imported from Vietnam and Thailand, the instructions are written in Vietnamese and Thai, and only some have some instructions in Khmer.
In Lai sells chemical fertilisers and pesticides in his shop in O Char village, Battambang district, Battambang. He said he tells buyers to keep these chemicals out of reach of children and gives instructions on how to use them safely, In Lai added. When he needs to import pesticides from Thailand, In phones his order and the Thai company transports these to his shop. For pesticides made in Vietnam, he buys them in Phnom Penh.
In Lai suggested that the Ministry of Agriculture and the Royal Government collect taxes and reduce import taxes so that Cambodian farmers can afford the pesticides and chemical fertilisers. He also wanted the government to act against the illegal influx of chemical fertilisers and pesticides into Cambodia without examination from the Ministry of Agriculture.
Even some expired products are imported into Cambodia, he added, making them not only destructive to the farmers’ crops but harmful to the users’ health.
Ry Chhean, 60, says most of the some 3,000 families in the Chheu Teal commune, Banan district, Battambang depend on agriculture for a living. The former head of the commune said staff from the World Food Programme and proponents of integrated pest management have been educating village chiefs on the use of organic fertilisers. He said pesticides not only kill destructive insects but are also harmful to consumers as well as animals such as chickens, ducks, pigs, cows and dogs.
Agriculture Minister Chan Sarun said the Cambodian government has adopted laws prohibiting the importation of pesticides containing DDT and expired products. “About chemical fertilisers and pesticides imported from the neighbouring countries, the technical officials of the Ministry of Agriculture and I will control and push those import companies to translate the instructions on each product in Khmer,” he said.
Sarun said he has increased the frequency of his field visits, during which he and other officials educate farmers on the use of organic fertilisers and enjoins them to reduce the use of imported pesticides and chemical fertilisers.
